Emergency Response, Spill Prevention and Safety
Training of Facility personnel is accomplished by employee participation In RCRA and OSHA training programs, short courses, supervision, and on-the-job training.
The Permit specifies minimum training requirements for all Facility Management personnel.
In addition, EMCO's training programs shall include the following training for all Facility personnel:
- Training under OSHA Hazardous Waste Operations and Emergency Response, 29 CFR §§1910.120 et al., (management personnel only)
- Forklift Truck training 29 CFR §1910.178, for the safety officer, emergency response coordinator and forklift drivers only
Accident prevention is designed into the transfer station building itself and, with the implementation of the employee training and safety program, provides a safe environment for all employees. The following is a brief summary of some of the building design features, which enhance the safety of employees and visitors.
- Comprehensive fire protection system.
- Comprehensive site security system.
- Posting of safety signs (e.g., exit signs).
Facility personnel receive training in the following areas:
- Operational procedures
- Operation of transfer station equipment
- SPCC and Contingency Plan
- RCRA, TSCA, and hazardous waste identification and management
- Department of Transportation hazardous material transportation
The following personnel receive the following specific training:
- Operations Manager - OSHA 40-hour training.
- Chemist - OSHA 40-hour training.
- Warehouse persons - OSHA 24-hour training.
- Clerical personnel - OSHA 126F training.
Recurrent employee training is performed periodically for one or more of the following reasons:
- If employee job duties or assignments change
- If new technologies, equipment, hazard, or control procedures are implemented
- If review of program performance indicates inadequate results or improper use of procedures by employees
- Refresher training, as required by OSHA
